Recently, the paint market editor learned that in the first quarter, the construction progress of Kaifeng City's "7610" key projects was smooth, with a cumulative investment of 19.37 billion yuan, accounting for 19.37% of the annual planned investment target. Among them, the investment progress of 38 projects such as the relocation and technological transformation of high-end environmentally friendly paint enterprises and the relocation and renovation of water-based paint enterprises exceeded the scheduled progress. Preparatory projects for new construction are being actively promoted.
In the face of the pandemic, most paint companies across the country still adhere to "green environmental protection, green production," actively improving production processes in accordance with the Environmental Protection Law and relevant laws and regulations from related departments, enhancing the product ratio and R&D level of water-based paints, increasing environmental protection investments, updating environmental protection facilities construction, and promoting sustainable development for enterprises and the environment.
Faced with increasingly strict environmental protection policies, both paint raw material suppliers and paint and coating equipment manufacturers are accelerating their transformation towards environmentally friendly products such as water-based paints. As national environmental protection policies gradually tighten and demand for environmentally friendly paints increases, overall production of water-based paints has also increased. Currently, water-based paints account for about 30-40% of total paint production.
From this year's first quarter situation, the distribution pattern of environmentally friendly paint production is overall stable with slight adjustments in various regions. The East China, South China, and Central China regions still account for a large share of total paint production, with their combined output accounting for 84.84% of national total output, remaining flat compared to the same period last year. The production share from East China, Central China, and South China has basically remained stable; these three regions are the most stable backbone forces in the development of the paint industry. The Southwest region has national policy support and its development trend is also gradually improving.
In addition, based on current international situations and commodity market trading conditions, green economy still occupies a mainstream position. According to the content of green economy transformation, we can summarize four main aspects regarding the transformation content of the paint industry: First aspect: Establishing a green industrial development structure; sustainable economic development in a region cannot rely on first or second industries at the cost of polluting the environment but should gradually transform into an economy dominated by third industries; Second aspect: Establishing an environmentally friendly production and circulation process. If dust collection and dust removal facilities are not installed according to industry standards in paint production workshops or powder rooms, it can easily lead to direct discharge issues with dust and waste gas that violate provisions in China's Air Pollution Prevention Law; During daily production operations, it is necessary to adopt clean production models to reduce resource waste while enhancing resource utilization efficiency; Third aspect: The development towards environmentally friendly products needs to rely on new technologies to enhance technical content in paint products while creating green products; Fourth aspect: Supporting emerging green production industries related to painting industry while strengthening promotion applications for green production technologies.
Therefore, from an environmental economic perspective, achieving transformation development in chemical coating industries must primarily start from reforms within enterprises themselves. In 2020, it is predicted that macroeconomic growth will remain stable; "Six Stabilities" (stabilizing growth, promoting reform, adjusting structure, benefiting people's livelihood, preventing risks) will be steadily advanced while major industries will continue recovering positively with ongoing adjustments leading to overall stability.
